SPECIAL MEETING MINUTES
Thursday, March 4, 2021
CALL TO ORDER AND DETERMINATION OF A QUORUM
The Special Meeting of the EDA and City Council of the City of Olivia, Minnesota, was called to order by Mayor Hawkinson at 1:00 P.M.
Council Members Present: Jon Hawkinson, Blanca Ferguson (via Zoom), Tom Kalahar (via zoom), George Ebbers (via zoom) [arrived at 1:03 P.M.] and Landon Padrnos.
EDA Members Present: Cathy Baumgartner, Rick Bonlender (via zoom), Chuck Brown, Steve Dirks (via zoom), Tom McDonnell (via zoom), Jon Hawkinson, and George Ebbers (via zoom) arrived at 1:03 P.M.
Others present: Dan Coughlin, City Administrator; Christi Weidemann, City Clerk; Aaron Walton, City Attorney (via zoom); Troy Fuoss, Electric Superintendent; Susie Lang, EDA Director; Jasmine Miller, Planning and Zoning Administrator; Amber Dale, Utility Accounts Manager; Barbara Marks, Engan Associates (via zoom); Jason Murray (via zoom) David Drown & Associates; Justin Black, SEH Engineering (via zoom); and Kendra Lyngaas, SEH Engineering (via zoom).
CONSENT AGENDA
Motion by Padrnos, second by Ferguson: to approve the presented Consent Agenda items:
- Committee Appointments
- Bill Ervin – Public Utilities Commission
- Kain Ervin – Planning Commission
- Jeff Filipek – SHIP Representative to the Parks Board
Motion passed unanimously.
CLOSED SESSION – (Closed in accordance with MN Statute 13.05D Subd 3c(1)) – regarding real property: PID #35-05255-00, 35-05260-00, 35-05261-00, and 35-05275-00.
Mayor Hawkinson declared a closed joint session of the Council and EDA at 1:02 P.M. Ebbers arrived at 1:03 P.M.
Mayor Hawkinson reopened the meeting at 2:33 P.M.
The Mayor thanked all board members, staff and consultants for their participation in the meeting. By unanimous consensus of both the City Council and EDA, it was determined that another joint session of the Council and EDA will take place during a portion of the next regular EDA meeting on Wednesday, March 10, 2021.
ADJOURNMENT EDA
With no additional items to discuss, President Baumgartner thanked the Mayor and the others present at the meeting for their participation and then asked for a motion to adjourn the EDA meeting.
Motion by Brown, second by Ebbers: to adjourn the meeting 2:33 P.M. Motion passed unanimously.
ADJOURNMENT CITY COUNCIL
Mayor Hawkinson then asked for a similar motion from the City Council to adjourn its meeting.
Motion by Kalahar, second by Padrnos: to adjourn the meeting 2:34 P.M. Motion passed unanimously.
